Welcome to the Royal Newfoundland Constabulary’s (RNC) new online process for persons needing a Criminal Record and/or Vulnerable Sector Screening Certificate for volunteer or employment purposes. All aspects of the process - including verification of your identification, and fee payment - are handled electronically. If there are no concerns or follow-up required, you will receive an email with instructions about how to download your criminal record screening certificate.
You cannot apply on behalf of another person. Authentication questions will be based on the applicant's personal credit file, and the questions are timed to ensure a prompt response and to further enhance security and privacy.

Before you Apply:
- Making a false statement - such as a non-resident declaring a local address at which they do not currently reside - will result in the discontinuation of application processing and the forfeiture of all monies paid.
- This process is intended for persons living and working in Canada. If you are living/working outside of Canada, you should obtain a police check from the RCMP through the submission of fingerprints. - Processing time for your Criminal Record Screening Certificate and/or Vulnerable Sector Check is normally 15 business days. Delays will occur if incomplete or inaccurate applications are received.
- A Criminal Record Check is current as of the date it is completed. It is your employer/prospective employer or organization's function to determine if the record check is current enough to be accepted for the position applied for. The RNC shall have no responsibility or obligation to make such a determination.
- Incomplete applications (i.e. no identification provided, authentication aborted / failed / not completed or further information requested) and applications requiring in-person attendance will remain in the processing queue for no more than 90 days from the time of initial application. Fees are non-refundable and incomplete applications will be considered 'abandoned', and removed from the processing queue after 90 days.

Types of Criminal Record Screening Certificates
Below are the types of screening checks. The type of position you are applying for will determine which type of check you will require. In all cases, you should consult with the agency, organization or employer that requires you to obtain a Criminal Record Check to determine which one is required.

A criminal record check will determine if a person has been convicted of a crime by completing a name-based check against police and court databases. Criminal Record / Vulnerable Sector Check (CRSC/VS)
Check for convictions pending or current investigations, and present, and/or pending charges. Check for pardoned sex crime convictions |
A vulnerable sector check is required by a person applying for a position of trust or authority with an organization responsible for the well-being of one or more children or vulnerable persons. Among other things, the applicant must consent to a search being made for convictions for sexual offences for which a record suspension (pardon) has been granted. |
Coaches, parent volunteers, sports or school trips, school placements, certain public service workers, doctors, nurses, hospital employees, dentists, teachers, non-teaching staff in schools (such as janitors and administrative support), early childcare educators, daycare employees, employees in long-term care facilities that provide health services to vulnerable adults. |
Fee Exemption
Fees are not required for persons volunteering; you will be required to include a letter from the volunteer agency exempting you from the fee. The exemption letter must include an agency contact name and mailing address.
